Private Health Insurance and Exchanges

This briefing provided an overview of the private health insurance market. It addressed the purpose of insurance, different types of insurance, how insurance is regulated, and how coverage is obtained. Roles of the main players among purchasers and providers were described. Provisions of the Patient Protection and Affordable Care Act of 2010 (ACA) affecting private insurance, such as essential health benefits and the employer penalty for failure to offer insurance coverage, were explained. Health insurance exchanges (also known as marketplaces) for both individuals and small business were discussed. Costs of insurance coverage were also considered.
