Medicaid & CHIP

The Medicaid program provides health coverage to poor or disabled individuals and is jointly funded by states and the federal government. Each state operates its Medicaid program according to federal statutes and regulations that define eligibility groups and benefits that must be provided. Mandatory eligibility groups include low-income families, children, and pregnant women; low-income elders; and low-income disabled persons. The Patient Protection and Affordable Care Act of 2010 (ACA) added a fourth population: low-income working-aged adults without children. A decision by the Supreme Court, however, made expansion of coverage to this population optional.

The Children's Health Insurance Program (CHIP) provides health insurance coverage to "targeted low-income children" whose family income is above the state’s Medicaid eligibility level in 1997 when CHIP was enacted. States operate their programs in a variety of ways including as an expansion of Medicaid, as a separate programs, or a combination of both approaches. Unlike Medicaid, which is an entitlement, CHIP is funded from federal allotments to states based on a formula.

The Forum's work related to Medicaid and CHIP includes monitoring of state health coverage initiatives through section 1115 waivers, state-federal relationships and budget concerns, and delivery system innovations, as well as providing information about the group of individuals who are dually eligible for both Medicare and Medicaid.
