Title: State-Based Pharmaceutical Assistance Programs: Temporary Fix or Lessons for Medicare?

Summary: Over the two years preceding this Forum session, more than one-half of the states established some type of prescription drug assistance program for the elderly and disabled. Although not equally robust, all of these state programs were developed to help meet a particularly difficult challenge — providing prescription drug coverage for Medicare beneficiaries. This meeting explored activities within the states, not only focusing on specific program parameters, such as eligibility criteria, cost-sharing arrangements, program administration and marketing and outreach, but also addressing these state pharmaceutical assistance programs in the broader context of a future Medicare outpatient prescription drug benefit.
