| Summary: | This meeting provided a description of the federal and state initiative to provide Medicaid matching funds for prescription drug coverage for low-income senior citizens. The meeting explored the policy and budgetary implications of using Medicaid funds to provide prescription drug coverage to Medicare beneficiaries in the absence of a Medicare drug benefit. Speakers and participants also considered the implications of the budget neutrality arrangements in the waivers and the potential effect a “global cap” on Medicaid spending for the elderly could have on the program as a whole. |
