| Summary: | This Forum session examined the many issues involved in President Bush’s proposal to allow states to integrate Head Start with state preschool and other child care monies to create a more uniform, state-run, early childhood system with a single goal—school achievement. A description of and rationale for the administration’s early childhood proposal was presented and discussed, pro and con. Also described was Georgia’s universal prekindergarten program, with a focus on the program’s standards, funding levels, and degree of integration with Head Start and other government-funded child care programs, as well as the potential impact of the administration’s proposal on the state’s early childhood system. Representatives from a local Head Start program and from another state offered their comments as well. |
