
The State Children’s Health Insurance Program was created as part of the Balanced Budget Act of 1997. The program was designed to assist states in providing health insurance coverage to "targeted low-income children" whose families have too much income to qualify for Medicaid but do not have access to private insurance coverage. SCHIP served more than 7.3 million children in federal fiscal year 2008. The program was reauthorized and expanded in February 2009, and its formal name was changed to the Children’s Health Insurance Program (CHIP).
The Forum's work related to Medicaid and CHIP includes monitoring of state health coverage initiatives through section 1115 waivers, state-federal relationships and budget concerns, exploring premium assistance programs, and providing information about the group of individuals who are dually eligible for both Medicare and Medicaid.
