The health care safety net is the constellation of public and private health care providers that deliver health care and enabling services to the uninsured, Medicaid beneficiaries, the underinsured, or those who are otherwise vulnerable because of geographic, language, cultural, economic, or other barriers to care.

The Forum’s work in this area focuses on understanding the financial state of safety net providers and their capacity to provide services to the populations they serve; exploring the effect that the federal authorization, appropriation, and regulation processes have on the viability of such providers; examining the quality of care that safety net providers deliver, particularly innovations in care delivery; and studying the impact of key federal health policy changes on safety net providers, such as the adoption of health information technology and discussions of health reform.
