Chad Brooker, JD, is the policy analyst and legal advisor at Access Health CT (AHCT) and is primarily charged with ensuring federal and state regulatory and legal compliance with respect to the implementation and operation of the state’s health insurance marketplace. He joined AHCT in May 2013 after leaving the U.S. Department of Health and Human Services' (HHS's) Center for Consumer Information and Insurance Oversight (CCIIO), where he worked on the teams that wrote and reviewed proposed and final rules governing health insurance exchanges and advised the organization on implementation of the Patient Protection and Affordable Care Act. Previous to CCIIO, Mr. Brooker worked at the HHS Office of the Inspector General, worked as a legal & medical ethics specialist at the Johns Hopkins Health System, and served as a federal and state pharmaceutical policy and ERISA advisor at America's Health Insurance Plans. Over the past three years, he has published three law review articles relating to health reform implementation on: the female contraception mandate (UMD Journal of Race, Religion, Gender and Class), fraud and abuse implications of electronic medical record uptake (Yale Law Journal of Health Policy, Law and Ethics), and state efforts to control specialty pharmaceutical cost-sharing (American University Law School Health Law and Policy Brief). Mr. Brooker is a graduate of the University of Maryland Francis King Carey School of Law and has certificate concentrations in both business law and health law. He also holds undergraduate degrees in political science, economics, public affairs, and mathematics from the Maxwell School of Public Affairs and Syracuse University.
