James Cosgrove, PhD, is a director in the Heath Care team at the U.S. Government Accountability Office (GAO). Dr. Cosgrove is responsible for GAO studies of health care financing and Medicare payment issues. In recent years, he has directed studies on a variety of Medicare payment reform and policy topics, including Medicare managed care, risk adjustment, ambulance services, physician self-referral, beneficiary access to physician services, bundling of services, home oxygen payment rates, and payment for the treatment of end-stage renal disease. Prior to joining GAO in 1989, Dr. Cosgrove taught economics at Marquette University. Dr. Cosgrove holds a PhD degree in economics from Boston College and a BA degree in economics and history from the University of Rhode Island.
