Joseph S. Smith, MBA, has 39 years of health care insurance industry experience in four BlueCross BlueShield (BCBS) organizations in the Midwest, Northeast, and Southwest. During these years he has held a series of key management positions primarily in BCBS Information Systems Technology, and also Claims and Customer Service Operations and Strategic Planning. He has served as a national level strategic planning consultant to executive managements at a wide variety of BCBS plans across the country.
Currently, as senior vice president and chief information officer at Arkansas Blue Cross and Blue Shield, Mr. Smith is accountable for the overall Enterprise Information Technology direction to support both the internal integrated Enterprise Private Business product portfolio, and the external health care partnership integrated delivery system, both of which are directed at delivering health information to health care professionals at the point of service. In addition, Mr. Smith is accountable for Arkansas BCBS's systems architecture and integration with all BCBS Plans System-wide. During the past several years, Mr. Smith engaged in the deployment of hundreds of EHR’s to Physicians across Arkansas, and has been instrumental in launching Strategic "Shareware" strategies among BCBS Plans and organizations beyond. Among the Shareware endeavors, he has founded four major User Groups for shared systems investments, and a statewide administrative and clinical Health Information Network with two hospital systems (AHIN). Likewise, he is the founder, chairman, and president of Shareware, LLC, a shared capabilities company currently owned by ten BCBS Plans. He has also designed and developed a U.S. Patent Pending innovative strategy and tools for navigating the migration from ICD 9 to ICD 10 coding nomenclatures. Mr. Smith and Arkansas BlueCross BlueShield are the recipients of numerous national awards for information technology.
Mr. Smith is also very active in several nationally focused information technology organizations, and currently serves as vice-chairman of the board of directors for Intelimedix, a healthcare informatics company. Over his career he has served in many leadership positions of national healthcare governance and strategy organizations including vice-chairman of the Business & Technology Executive Committee and chair of the Inter-Plan Technology Advisory Council for the BCBS System of Plans. In addition, he has served as chairman of the BCBS System-wide EDI Workgroup, chairman of the Information Systems Caucus of Western Conference of BCBS Plans, co-chairman of the Arkansas Health Care Partnership Information Technology Advisory Group, and chairman of the BCBS AMISYS User Group. Mr. Smith has also served as a member of numerous national Health IT boards and committees. Mr. Smith is a member of the College of Healthcare Information Management Executives (CHIME) and HIMSS organizations. He has also served as a special contributor to the development of the Academy for Healthcare Management's advanced level course, "Medical Management in Managed Care Organizations."
Mr. Smith holds a bachelor of science degree in industrial management from the Illinois Institute of Technology and an MBA degree in finance from Loyola University.
