Ross Owen, MPA, is the director of Hennepin Health, a safety net accountable care organization serving Medicaid enrollees in Minneapolis, Minnesota. In this role, he provides administrative and policy leadership to the health care delivery system, health plan, and social services functions operated by Hennepin County to improve care and reduce costs for the complex members served by Hennepin Health’s integrated care network.
Prior to joining Hennepin Health, Mr. Owen worked at the Minnesota Department of Human Services (Minnesota's Medicaid agency) on the team that designed and launched the state's multi-payer patient-centered medical home initiative and created its first Medicaid accountable care payment models. He has also worked as a health services research analyst and maintains an active interest in quantitative research and health informatics.
Mr. Owen earned a master of public administration degree from the University of Oregon, and a bachelor of arts degree in political science from the University of Minnesota.
