In his role as president, Stuart Lockman, JD, oversees the operations of Michigan Pioneer ACO. The ACO is one of only 23 organizations nationally participating in the Center for Medicare & Medicaid Services (CMS) initiative, designed to provide more coordinated care to Medicare beneficiaries at a lower cost to the Medicare program. His responsibilities include directing and coordinating the financial, clinical, quality, patient engagement, and other initiatives undertaken by the ACO. Mr. Lockman became president in July 2012, and successfully completed the ACO’s first two years of operation.
Mr. Lockman also serves as a senior vice president of the Detroit Medical Center (DMC). Prior to becoming president of the ACO, Mr. Lockman served as chief of strategic initiatives at the DMC, where he was instrumental in the development of the ACO and the ongoing efforts of the DMC to pursue its population-based management strategy, particularly as it affects the Medicare and Medicaid populations. Mr. Lockman participated in the acquisition of ProCare Health Plan by DMC, and in the DMC’s bundled payment initiative approved by CMS.
Before joining DMC, Mr. Lockman was a partner at the law firm of Honigman Miller Schwartz and Cohn LLP, where he practiced for 36 years, almost all of which were in the health law field. Mr. Lockman’s responsibilities included counseling health system holding companies and local institutions, concentrating on the corporate and financial aspects of health care. His expertise was sought on key strategic issues, such as mergers and acquisitions, financing strategies, and governance relationships.
Mr. Lockman received his bachelor of arts and juris doctor degrees from the University of Michigan.
