Thomas Hoyer is a retired senior executive for the Centers for Medicare & Medicaid Services (CMS). During his tenure in CMS and its predecessor agencies, he worked in a series of policy-making positions from 1972 until his retirement in 2002. His experience includes virtually the full range of Medicare and Medicaid policy areas, including health and safety for hospitals, nursing homes, home health agencies and hospices; over the years, the bulk of his work related to long-term and chronic care. He wrote and oversaw the development of regulatory policy related to coverage guidelines as well as many of today’s prospective payment systems.

Mr. Hoyer is currently a member of the National Advisory Council on Rural Health and Human Services. He received his BA and MA degrees in English from Indiana University and his MBA degree from Loyola College in Baltimore.
