Tricia McGinnis, MPP, MPH, vice president of programs at the Center for Health Care Strategies (CHCS), leads initiatives that reform how care is paid for and delivered to improve the quality and reduce the cost of care received by Medicaid beneficiaries. Under this umbrella, she leads a team that works directly with state Medicaid agencies, health plans, and providers to advance value-based payment models. Ms. McGinnis is leading the organization's technical assistance to 38 states awarded the Center for Medicare and Medicaid Innovation (CMMI) State Innovation Models (SIM) grants, which advance state-led multi-payer care delivery and payment reform initiatives. She also leads multi-pronged efforts to advance accountable care organizations (ACOs) in Medicaid programs, including the Medicaid ACO Learning Collaborative, funded by The Commonwealth Fund. Ms. McGinnis also directs the organization's work on the New York DSRIP Learning Network, funded by the New York Department of Health.
Prior to joining CHCS, Ms. McGinnis managed the provider performance measurement, improvement, and transparency program as a senior program manager at Blue Shield of California.
Ms. McGinnis holds master's degrees in public policy and public health from the University of California, Berkeley. She received a bachelor of arts degree in political science and economics from Kenyon College.
